1. WHICH BANKING OPERATIONS ARE SUBJECT TO THE SPECIAL LEVY?

Any settled operation or entry that translates into the book-entry or physical circulation of currency and results in the transfer of ownership of credits, rights or values carried out by Banking and Non-Banking Financial Institutions.

2. WHAT TYPE OF TRANSACTIONS ARE COVERED?

The following transactions are covered:

  • Carried out by Banking Financial Institutions Debit banking operations;
  • Transactions and any other form of movement or transmission of securities and credits and rights of a financial nature, not related to the provisions of the previous points;
  • Purchase and sale of foreign currency;
  • Carried out by Non-Banking Financial Institutions Any other movement or transmission of values and credits of a financial nature, regardless of the person carrying it out, or the instruments used to carry it out;
  • Payment Services;
  • Issuing and managing other means of payment not covered by the previous point, such as paper checks, traveler's checks and paper checks and letters of credit;
  • Transactions in precious stones and metals, under the terms established by foreign exchange legislation;
  • Transactions carried out on the interbank markets.

3. WHAT OPERATIONS ARE EXEMPT FROM THE SPECIAL CONTRIBUTION?

The following banking and financial operations and transactions are exempt from the Special Contribution provided for in this Decree: Transactions involving the payment of salaries, allowances, as well as other remuneration components; Reversal of any transactions made in error, provided that they do not characterize the cancellation of a transaction that was actually contracted; Cheque transactions and compensable documents and their respective reversal, returned in accordance with the rules of the National Bank of Angola, as the taxpayer;Redemption of Savings Accounts, whenever they belong to the same Holder; Clearing operations carried out by Banks to settle debits made at Automatic Payment Terminals - TPA/POS, ATMs and other automatic means of payment authorized/recognized in the banking system by Customers belonging to other Banks.

4. WHAT OPERATIONS ARE NOT SUBJECT TO THE SPECIAL CONTRIBUTION?

The following are not considered taxable under the scope of this Special Contribution: Pension payment transactions, whatever their nature; Banking transactions involving Accounts set up under a simplified regime, within the scope of the financial inclusion strategy and intended to encourage savings, which are due and previously approved by the Minister of Finance on the advice of the National Bank of Angola; Transfers made to Savings Accounts, whenever they are made to Accounts of the same Holder; Transfers covered by the Legal Regime for the Special Contribution on Current Invisible Foreign Exchange Transactions.

5. WHAT IS THE RATE AND HOW IS THE SPECIAL CONTRIBUTION CALCULATED?

The Special Contribution rate is 0.1% of the value of the transaction or bank movement to be carried out, based on the amount in national or foreign currency.


6. WHICH ENTITIES ARE LIABLE TO PAY THE SPECIAL LEVY?

The following are responsible for paying the Special Contribution: Natural or Legal Persons under private law; Public Companies; Banking and Non-Banking Financial Institutions. Those who, in any of these cases, hold accounts subject to bank transactions and entries.The State and its services, establishments and bodies, even if personalized, are exempt from the Special Contribution.

7. WHICH ENTITIES ARE RESPONSIBLE FOR SETTLING AND DELIVERING THE SPECIAL CONTRIBUTION TO THE TAX AUTHORITIES?

The banking and non-banking financial institutions with which the accounts are opened.

8. HOW IS THE SPECIAL CONTRIBUTION SETTLED AND DELIVERED TO THE TAX AUTHORITIES?

The Banking and Non-Banking Financial Institution in question must deliver the Special Contribution settled by the end of the month following the month in which the banking operation was carried out, by submitting the Tax Settlement Document (DLI), detailing the amounts settled in each operation.

9. WHAT IS THE PENALTY FOR FAILING TO PAY AND DELIVER THE SPECIAL CONTRIBUTION TO THE TAX AUTHORITIES?

Financial institutions must settle the Special Contribution and deliver it immediately to the state coffers, under penalty of a fine corresponding to three times the amount of the Special Contribution due, without prejudice to other penalties established in the General Tax Code.

10. WHAT OTHER ACCOUNTING OBLIGATIONS DO BANKING AND NON-BANKING FINANCIAL INSTITUTIONS NOW HAVE?

Include, in the register of banking operations, the value of operations carried out that are subject to and not exempt from the Special Contribution; Include, in the register of banking operations, the value of operations carried out that are subject to and exempt from the Special Contribution; Keep the accounts organized in such a way as to enable clear and unequivocal knowledge of the elements necessary to verify the Special Contribution paid, as well as enabling its control; Keep the documents supporting the records referred to above and the documents proving payment of the tax in good order for 5 (five) years.

1. WHO CAN OPEN AN ACCOUNT AT BANCO KEVE?
Any national or foreign citizen can open an account with Banco Keve. If you are a foreigner, you must have a valid Passport with Visa, Foreign Resident Card or Refugee Card issued by the currency.

2. HOW CAN I CHECK MY ACCOUNT BALANCE?
Banco Keve offers several ways to check your account balance: with your Multicaixa at any ATM, via the Homebanking service (iKeve) www.bancokeve.ao, by subscribing to the Keve SMS product/service or by visiting a Keve branch in person;

3. WHAT IS AN ACCOUNT HOLDER?
An account holder is usually the person who draws up the contract to open an account with Keve and the person who has the power to operate it.

4. CAN MINORS OPEN A KEVE ACCOUNT?
Yes, as long as they have a guardian or legal representative (the guardian can be entered on the account as a Representative or Holder), are an emancipated minor or are a working minor.

5. WHAT IS AN ACCOUNT REPRESENTATIVE?
A representative is the person who, by express appointment of the account holder, by legal imposition (in the case of minors and others) or by constitution (in the case of companies), has the power to operate all or (only) some accounts on behalf of the account holder(s).

6. WHAT IS IBAN AND HOW CAN I FIND OUT?
IBAN is the International Bank Account Number, which defines a unique structure for identifying and validating account numbers in an international context. You can check your IBAN on your current account statement or via iKeve or iKeve Corporate.

7. IF I OPEN AN ACCOUNT WITH A FINANCIAL INSTITUTION, IS IT OBLIGED TO GRANT ME CREDIT? 
No. However, some institutions sell deposit accounts, which allow holders to access credit under certain conditions, usually for a small amount and in the short term.

8. CAN FINANCIAL INSTITUTIONS CHARGE ME FOR EXPENSES ASSOCIATED WITH MY ACCOUNT?
Yes, as long as this possibility is provided for in the Account contract.

9. WHAT IS THE DIFFERENCE BETWEEN THE AVAILABLE BALANCE AND THE BOOK BALANCE OF A CURRENT ACCOUNT?
The book balance includes all credit and debit transactions, including transactions that can only be confirmed at a later date. The available balance represents the amount that the holder can use in their current account on that date.

10. IN PERSONAL LOAN CONTRACTS, DO THE AMOUNTS OF THE LOANS HAVE TO BE INCLUDED IN THE AVAILABLE BALANCE?
Yes, whenever banks make these amounts available through account credits, they must be included in the available balance.
